E-Delivery Dock Permit + Fee Restaurant FAQs



1. What is the E‑Delivery Dock Permit Fee?

The Dock Permit Fee is an annual fee required for commercial food and beverage distributors who wish to continue using the Town’s centralized E‑Delivery dock system. The fee supports partial operational (<20%) cost recovery for the E‑Delivery program.


2. Do restaurant owners need to apply for this permit?

No. The permit is required only for distributors/vendors, not restaurants. Your business does not need to apply or pay anything.


3. Why does the Town require this permit?

The fee supports the continued operation of the E‑Delivery program, which replaces large trucks in the downtown core with safer, quieter, cleaner electric carts, reducing congestion, improving safety, and creating a better environment for residents, workers, and visitors. The Town has subsidized the program since its inception during the winter 24/25 season.


4. How does the E‑Delivery system work?

Distributors drop their goods at a centralized delivery dock. From there, trained operators transfer products onto small electric carts that complete the last‑mile delivery to your restaurant.


5. How does this benefit my restaurant?

Restaurants typically experience:

• Safer, calmer streets with fewer large trucks blocking access to businesses

• Improved on‑time deliveries

• Reduced noise and air pollution

• More predictable and consistent delivery windows

• Customized delivery service, stocking, and inventory management


6. How is the Dock Permit Fee calculated? (Fee Methodology)

The Dock Permit Fee is designed to recover a portion of the cost of operating the E‑Delivery system. Restaurants do not pay the fee, but here is how it works for your distributors:


What the fee helps cover:

• Operation of the centralized loading dock

• Services provided by the Town‑approved logistics operator (electric‑cart deliveries)

• Staff time and program oversight

• Maintenance, equipment, and safety infrastructure

• Long‑term improvements to delivery efficiency and downtown access


How the fee is determined:

1.    A tiered fee structure for each food and beverage distributor that uses the dock. Larger distributors with higher volumes pay more, while smaller distributors pay less.

2.    Points are assigned to determine the tier based on dock access days, number of delivery locations avoided, delivery time needed at dock, and type of delivery vehicle.

3.    Annual adjustments to keep the fee aligned with program operating costs.

The fee is structured so that those who directly use and benefit from the efficiencies of the E‑Delivery system (i.e., distributors making fewer stops and reducing labor and fuel costs) help support its continued operation.


7. What does the fee cover?

8. Will the fee increase my product costs?

The Town does not regulate pricing between restaurants and distributors. Based on similar programs in Colorado, distributors have not passed costs on to restaurants. Restaurants can negotiate pricing directly with their vendors. Streamlined distributor routes resulting from this program are estimated to save distributors on labor hours, fuel costs, truck wear and tear, scheduling, and efficiency.


9. How many vendors are currently in the program?

There are 17 vendors currently in the program. The program is voluntary. Vendors must obtain a dock permit and pay the fee by September 30 each year to continue to participate in the program.

10. What happens if a vendor doesn’t obtain the permit?

Deliveries from that vendor may not be allowed through the E‑Delivery dock. If a distributor you rely on has not secured a permit, you may encourage them to contact the Town for support. Space is subject to availability.


11. Can a vendor utilize the designated delivery zones and not participate in the E-Delivery program?

For vendors participating in the E-Delivery program with an active dock permit, deliveries must be made through the dock for any location within the service area. For deliveries outside the service area, a delivery zone permit will be issued in conjunction with the dock permit and is eligible only for designated delivery zones labeled Tonopah Lot and South Main St Delivery Zones. Vendors who opt-out of the E-Delivery program must purchase a delivery zone permit to utilize delivery zones within the service area and must adhere to all Town traffic and parking regulations.


12. How will I know whether my vendors are permitted?

Vendors are notified directly. You can also ask your distributor whether they have obtained their annual E‑Delivery Dock Permit or you can contact the Town’s Sustainability Division by emailing sustainablebreck@townofbreckenridge.com.


13. Does the fee change over time?

Yes. The fee includes a small annual escalation through 2028 and can be updated by Town Council at that time.


14. Did the Town conduct outreach to stakeholders?

Yes. The Town held a stakeholder meeting on February 4, 2026 with vendors and opened a public comment period for three weeks following the in-person meeting. The dock permit ordinance incorporated several stakeholder suggestions including escalation predictability and delivery zone permit inclusion. Town staff also attended two Breckenridge Restaurant Association meetings in 2026 to provide updates and gather feedback from restaurants on the proposed dock permit and fee.
